Is there a way other than population control that China can use to help with their scarcity issues?

I believe most societies let the market control population. If there are other mechanisms used for control, what are they and how do they work (if not obvious)? Do you think population controls in China ought to be lifted?Is there a way other than population control that China can use to help with their scarcity issues?
Actually there are no scarcity issues in China. The problem with China in regards to ';scarcity'; is government made corruption and inefficiencies. Population growth would be a good thing for them if they had an open economy. There current system of population controls has caused a decrease in female births in ration to male births and this is going to cause a lot of social problems for them in the near future.Is there a way other than population control that China can use to help with their scarcity issues?
I do not think it will be a good idea not to control the population of China. If China's population is not contained then there would be a world wide hyper inflation. The reason is that people will use more like petroleum and other goods. If that happens then the the Chinese government will not be able to control crimes and the country. Since the Chinese Communist Party wants to maintain the legitimacy and if there are no control then the government would fall into another category. The best way to ease the population is by having an open society by educating the public for free. Another way is by slowing down the economy because as more people get wealthy they tend to have more children since they are financially stable.
Education seems to decrease the bith rate. The more educated - ie college and high school educations - a society has the less the general population produces.
There are other ways, but unfortunately they almost always led to war.
