How has advances in technology influenced pollution control?

Look around you. Industry in the West at least is hugely less polluting than it was - fogs, smogs, dirt on buildings etc are all things of the past. Rivers are also coming back to life - the Thames even has salmon in it (40 years ago it had no life).
